挂梯或者裸连，pip拉取或者浏览器访问都是403。因此猜测是TUNA自己抽风？
https://mirrors.tuna.tsinghua.edu.cn/pypi/web/simple/ 也无法访问，但是像https://mirrors.tuna.tsinghua.edu.cn/pypi/web/simple/httpx/ 这样的index页面都可以打开，只有whl的链接403。
目前暂时换中科大的源。
