折腾了一晚上都没弄好。所有常见的坑都完美避开，最后发现是 dll 不兼容导致的：msys 工具链和 Emacs 安装包预装的 dll 版本不同，导致 libgccjit 虽然存在但是无法加载，就无法使用 native compile。
删除 Emacs 二进制目录下的所有 dll 之后 native compile 立刻生效了
